Professional Staff

Douglas W. Allen, M. Sc. provides a wide range of biological consulting services including botanical and zoological issues with various habitat types including coastal, inland, desert.  He is federally-permitted to conduct presence/absence surveys for bats, Quino Checkerspot Butterfly, Fairy Shrimp, and Coastal California Gnatcatcher.  Mr. Allen is well versed with avian species including Least Bell's Vireo, Bell's Savannah, Southwest Willow Flycatcher.  Mr. Allen also conducts presence/absence surveys for Burrowing Owl, Desert Tortoise, and Arroyo Toad species.

 

 

Mitch is a middle aged man with big glasses and dark grey hair.  Genuine smile. R. Mitchel Beauchamp, M. Sc. as principal botanist provides unique experience of over 30 years provides botany, jurisdictional and wetlands determination/delineation,  permit processing, revegetation/restoration/enhancement/creation establishment and monitoring, resource management, and project mitigation strategy development.  Mr. Beauchamp is an arborist and provides experienced solutions with moving project development forward. 

Cornelius W. Bouscaren, B. A. provides a wide range of biological consulting services with emphasis in surveys for sensitive species in riparian and sage scrub habitats, long experienced in project construction monitoring and client liaison.  He is federally-permitted to conduct protocol surveys for Coastal California Gnatcatcher, Least Bell's Vireo, Southwest Willow Flycatcher, and Brown-headed Cowbird Trapping.  Mr. Bouscaren also conducts presence/absence surveys for Burrowing Owl, Desert Tortoise, and Arroyo Toad species.

 

Eric Dugan, M. Sc. provides biological consulting services as field biologist, with an emphasis on herpetofauna.  Mr. Dugan provides surveys for various species such as Arroyo Toad, Burrowing Owl, Desert Tortoise, and Southern Rubber Boa.  Mr. Dugan has performed directed search for Flat-tailed Horned Lizard, San Diego Coast Lizard, Coachella Valley Fringe-toed Lizard, Jerusalem Cricket, and Giant Sand-treader Cricket.  Mr. Dugan also performs construction monitoring for these species.

 

Michael U. Evans, M. Sc. with over 30 years experience was formerly employed as an Environmental Management Specialist with the County of San Diego and  U. S. Fish and Wildlife Service.  Mr. Evans serves as Director of Operations with zoological and CEQA/NEPA processing aspects of projects, particularly involving HCP procedures and protocols. He has authored two chapters in Birds of the Anza Borrego Desert State Park (1998).  Mr. Evans is federally-permitted to conduct protocol surveys for Snowy Plover, Southwest Willow Flycatcher, Coastal California Gnatcatcher and Least Bell's Vireo.  Mr. Evans also conducts protocol surveys for Burrowing Owl and Desert Tortoise.

 

 

Geoffrey Rogers, B. A. provides extensive field survey and report writing support.  Mr. Rogers is federally-permitted to conduct protocol surveys for Coastal California Gnatcatcher, Southwestern Willow Flycatcher, and Least Bells Vireo.  He also conducts Burrowing Owl and and Arroyo Toad protocol surveys. 

 

Chris Rodriguez, B. Sc, provides biological consulting services as field biologist, with an emphasis on herpetofauna.  Mr. Rodriguez provides surveys for various species such as Arroyo Toad, Burrowing Owl, Desert Tortoise, and Southern Rubber Boa.  Mr. Rodriguez has performed directed search for Flat-tailed Horned Lizard, San Diego Coast Lizard, Coachella Valley Fringe-toed Lizard, Jerusalem Cricket, and Giant Sand-treader Cricket.  Mr. Rodriguez also performs construction monitoring for these species.

 

 

Support Staff

Without excellence in support, our biological staff could not produce the reports in the efficient timeline and professional delivery that Pacific Southwest provides.  Our success is based upon our resources. 

 

Martha M. Beauchamp, serving as Corporate Secretary of both corporations, as well as managing the day to day cash flow of the firms.

 

 

Long Doan, serving a corporate accountant for Pacific Southwest and Tierra Madre. He also assists in project management. 

 

Fabiana Dunker, serves as Technical Manager provides excellence in service with state-of-the-art graphics and report production.  Her expertise includes Illustrator, Coral Draw, Photoshop, AutoCad, and other graphic programs.  Her expertise with technology and precise attention-to-detail provides timely report delivery with style.

 

Fausto A. Larios, serving as chief of the Revegetation Branch. Mr. Larios has extensive experience with irrigation, restoration, revegetation, and enhancement projects.  He has worked in the landscape industry since 1986.  Mr. Larios provides the firm with selecting and maintaining plant materials appropriate for various revegetation project in Southern California. 

 

Ruth L. Prado, serves as Business Manager and Project Coordinator.  Ms. Prado provides warm, personalized, client support from inception of project, report delivery, through client follow-up.  Ms. Prado joined the firm in 1995, and also provides marketing and staffing support  services and proposal estimation for the firm.  Ms. Prado envisions growth through excellence in client service, timely report delivery, and providing quality staff for Pacific Southwest's client base.

 

Yolanda M. Prado, serves as Asst. Project Coordinator.  Ms. Prado provides assistance with report generation and delivery.  Ms. Prado also manages project tracking in relation to budgets and assists with contractual compliance. 

M. Pilar Richard, serves as Asst. Project Coordinator.  Ms. Richard provides assistance with report generation and delivery as well as marketing and proposal write-up.  Ms. Richard provides administrative services wherever there is a need!
